CICT was created on January 12, 2004 to immediately address the urgent need to harmonize and make the country's approach to ICT development more coherent and efficient. CICT is the merging of the Telecommunications Office (formerly under DOTC), NTC, and NCC (formerly under DOST)

Vision



ePhilippines an electronically enabled society where the citizens live in an environment that will encourage and promote access to technologies by providing quality education, efficient government service, greater sources of livelihood, and, ultimately, a better way of life.

Mission
To develop the country as a world-class ICT services provider, provide government services to stakeholders online, provide affordable Internet access to all segments of the population, develop an ICT-enabled workforce, and create an enabling legal and regulatory environment.

Forecast
by 2010:
  • Education: 100% of all public HS are ICT enabled
    – Incorporation of ICT in the curriculum
    – Improve the PC to Student ratio from 1:300HS to 1:50
  • At least 80% of public school teachers & government workers are ICT literate
    – At least 40% are ICT competent
    – At least 20% are NICS-Teachers & NICS-CS compliant


HCD’s areas of concern

  • Development of ICT expertise in the country’s human capital.
  • Enhancing the competitiveness of Philippine workers in the global ICT market.
  • IT education and the development, promotion and application of ICT in education.
  • ICT in arts and culture, history, education, public health and safety and other socio-civic areas.
  • Personnel qualification & other standards for effective and integrated use of information and communications infrastructure.


Success indicators

  • A Culture of Creative ICT Use
    – to develop knowledge, inspire innovation, create jobs, and produce revenue
  • An Educational System that Maximizes the Use of ICT in Learning
    – engage the student in the learning process towards developing higher order thinking skills and creativity
  • World Class Knowledge Worker
    – Filipinos as producers, and not just consumers, of information
